In an era where privacy has evolved into a fundamental right, brands face the intricate challenge of respecting user privacy while striving to remain competitive, all without depending on personally identifiable information (PII).
Opt Out Advertising has devised a solution that resonates with this new wave of consumer awareness and the demand for privacy-centric advertising.
Its technology not only respects but guarantees data protection. Treating every ad impression as a non-consent by default, the technology robustly upholds user data privacy.

The question then arises: how does such a system operate effectively?
At the core of Opt Out Advertising’s innovation is an AI-driven, cookie-independent platform that deftly balances consent, content, and compliance. It utilises an advanced algorithm that analyses the content of web pages or applications to grasp the context or subject matter. This way, it synthesises various data points—such as page types, keywords, natural language processing, content semantics, and media channels—to construct an accurate current interest profile of the target audience.
This makes it a lot easier for publishers and advertisers to display relevant ads matching the context without relying on cookies and navigating the privacy-centric landscape with ease.
Further enhancing its system, the company incorporates additional cues like weather conditions to ensure the ads are not only contextually relevant but timely and situation appropriate. For example, it might display advertisements for raincoats during rainy conditions or promote summer attire in a heatwave.![]()
Our Goal is to Build an Advertising Future Where PII IS Not a Prerequisite for Effective Campaigns
It’s like a smart assistant that analyses all information and determines what kind of ad would interest the audience most.
Tom van Bentheim, CEO of Opt Out Advertising, sums it up well, saying, “Our goal is to build an advertising future where PII is not a prerequisite for effective campaigns. By adopting a method that aligns with privacy laws, we strike a balance between successful advertising and the protection of user privacy. It is a smarter way to navigate the evolving, privacy-focused advertising landscape.”
Leading the Charge towards Responsible Digital Advertising
Success in today’s advertising landscape is increasingly measured by a brand’s ability to align with consumer expectations of privacy while still engaging them.
The proof is in the numbers. A recent study by Privacy by Design EMEA reveals that brands that prioritise privacy boost a brand’s appeal, often enhancing brand preference by as much as 43 percent.
As the industry pivots away from third-party cookies, brands and publishers are exploring cookie alternatives, such as ID solutions. However, these alternatives may not fully address the core issue, as they still require personalised targeting based on consumer data that necessitates explicit consent for its use in advertising. This transition necessitates a nuanced approach to managing something known as ‘dark traffic’—the segment of online traffic where user consent is not given, and ID solutions are non-compliant.
In this context, the principle of Socially Responsible Computing (SRC) is gaining traction. SRC considers the ethical implications of online actions, particularly in relation to user privacy. Opt Out Advertising has emerged as a vanguard by offering a viable solution for managing non-consent inventory. This positions the brand in harmony with the emerging cookieless paradigm and prevailing privacy regulations.
A Breakthrough in Monetising Privacy
Opt Out Advertising has ingeniously transformed the challenge of monetising non-consented inventory—digital ad space without user consent for data tracking—into a valuable opportunity for both publishers and advertisers.
The need for such a solution has become increasingly apparent, especially in markets with strict privacy laws.
Opt Out’s technology offers a solution for this by enabling the monetisation of both consented and non-consented inventory. When users opt out of cookies and tracking, the consentless inventory is redirected to its platform, which ensures that the ads served are compliant with privacy standards. The platform conducts thorough checks to remove any tracking mechanisms from ads and re-hosts them in a way that aligns with non-consent regulations.
This approach unlocks previously unmonetisable inventory, often leading to a substantial increase in revenue for publishers and, therefore, helping fund-independent, quality journalism. Moreover, it opens avenues for publishers to cater to a unique market segment—brands and agencies seeking privacy-safe solutions and looking for privacy-aware audiences. This diversification of revenue streams is particularly vital in a market increasingly oriented towards privacy.

Bolstering Advertising with Consentless Inventory
Opt Out Advertising has innovatively expanded its offerings with a Demand-Side Platform (DSP), granting advertisers, publishers, and media agencies the capability to programmatically acquire what is known as consentless inventory. The concept of consentless inventory refers to ad spaces where users have not given explicit consent for personal data usage. This audience segment, though challenging to engage due to their privacy concerns, represents a significant and growing opportunity for advertisers. Ignoring this segment means missing out on a distinct and valuable audience.
As Opt Out Advertising focuses on factors other than personal identifiers, its DSP platform allows for targeting based on content relevancy. This allows for the inclusion of privacy-conscious users in advertising strategies, a feat that was previously unattainable. It offers advertisers new avenues to reach their target audience, broadening their scope to connect with diverse audience segments in a manner that respects user privacy.
Besides this, DSP supports precise campaign optimisation based on various Key Performance Indicators (KPIs), allowing advertisers to fine-tune their campaigns and ensure maximum relevance and effectiveness.
Enhancing its capabilities is Opt Out’s collaboration with Brand Metrics, which brings valuable insights into the efficacy of non-personalised ads, showcasing their significant influence on brand awareness and purchase intent.
“If you look at it, we are essentially unlocking three doors with one key. It enables publishers to avoid revenue loss, empowers advertisers to maximise their reach to the most relevant audience segments, and ensures content access without compromising customer privacy,” says Linda Worp, head of marketing, explaining how Opt Out champions the notion that privacy and campaign success can go hand in hand.
Empowering European Broadcasters in the Era of Data-Privacy
The increase in privacy-aware individuals in Europe, which has risen dramatically from 26 percent in 2018 to 58 percent recently, signals a major shift in user preferences towards prioritising privacy.
This is especially pertinent in light of the Digital Services Act (DSA), which underscores the importance of user consent in the use of personal information for advertising purposes. A notable recommendation by regulators is the introduction of a ‘reject all’ button, simplifying the process for users to opt out of advertising cookies and tracking mechanisms.
Research conducted by Opt Out Advertising sheds more light on user attitudes towards advertising cookies. Their findings reveal that 20 percent of users do not want to share their personal information for advertisement purposes. This proportion is anticipated to escalate to at least 44 percent if users are presented with an immediate option to reject all cookies. Another intriguing aspect of the study is the demographic profile of those who opt out of advertising cookies. This group predominantly comprises well-educated individuals with higher income levels, representing a demographic that advertisers often find appealing due to their purchasing power.
Helping Companies Shift to HighValue, Non-Consent Advertising
In the world of disappearing third-party cookies, ABN AMRO, a private banking company, aimed to demonstrate that the target audience can be reached efficiently and, in a privacy-friendly manner, without the use of PII.
The audience that doesn’t give consent is even more interesting for the financial sector, as they are highly conscious of their online privacy, aligning with the philosophy of ABN AMRO. Therefore, they wanted to emphasise that the campaign is specifically targeted at a niche audience, namely those who do not agree to share personal data for advertising purposes. This leads to non-consent inventory, where cookies, tracking, or identifiers are no longer applicable.
The campaign highlights the reliability and security of ABN AMRO as the best choice for a child's first bank account while actively ensuring privacy.
In collaboration with Opt Out Advertising, the privacy-conscious target audience that refuses advertising cookies is being approached. When individuals decline the use of their personal data for advertising purposes, an ad request is sent from the publisher to the Opt Out Advertising system, facilitating the display of an advertisement that is 100 percent privacy-proof. This approach is both privacy-friendly and relevant for their campaign.
The campaign results show a perfect performance, all at the higher levels of the benchmarks. As the primary goal of this campaign was to generate a positive impact on product awareness, Opt Out Advertising specifically looked at the Brand Metrics results.
There has been a significant impact on all the elements mentioned in the question. The awareness of the ABN AMRO youth account has increased by 12 percent. Additionally, this campaign demonstrates a positive impact on consideration (+8%), preference (+5%), and purchase intent (+1%).
Compared to the benchmark set by Brand Metrics for the ‘banking & finance’ industry, this campaign has performed exceptionally well for ABN AMRO. The benchmark is designated with an index of 100. The ABN AMRO index for uplift in awareness is an impressive 160, and the ‘preference’ uplift even shows an index of 232. This means that ABN AMRO’s effort in this campaign has resulted in a 1.6 times higher growth in awareness and a 2.32 times higher growth in preference compared to other brands in the same industry.
As a secondary objective, Opt Out Advertising focused on evaluating the quality of direct clicks. Based on insights from Google Analytics, individuals clicking from the Opt Out network demonstrated higher engagement compared to other platforms. Their time spent on the site was, at times, up to four times longer, and the costs per engaged session were 23 percent lower, attributed to the viewing of multiple pages. Additionally, the company tracked last click account applications.
The conclusion is evident: individuals who are hesitant to share personal data for advertising purposes remain a highly relevant target audience for campaign inclusion. This privacy-conscious demographic plays a crucial role in achieving impact, and their absence could lead to missed opportunities.
Spearheading the Privacy First Advertising Revolution
Opt Out Advertising is making significant strides in the Netherlands, where consent regulations are notably strict. The company is also expanding its team at its headquarters and strategically investing in geographic growth in Europe, starting with the UK. This expansion was recently highlighted in a collaborative press release with The Guardian. In Europe, where 58 percent of consumers are privacy-conscious, Opt Out is emerging as a crucial ‘tech partner’ to guide brands through the transition to a privacy-first, cookieless advertising era.
But the company’s ambitions don’t stop there. It is actively engaging with premium publishers to diversify and enhance advertising spaces. With an impressive record of 100 percent year-on-year growth, Opt Out remains committed to its core mission of championing user privacy as a fundamental right in the evolving landscape dominated by data.
Taking a step back to view the big picture, it is clear that Opt Out’s ambitions are not just about presenting an alternative to cookies. It is delving deep into the complexities of managing consentless inventory. In doing so, the company is not just participating in the cookieless advertising movement but leading the charge, firmly established as a trailblazer in this evolution.
